What is an ITA Strategic Partnership?
A strategic partnership is a framework that enables mutually beneficial collaboration between the International Trade Administration (ITA) and a partner organization in support of ITA’s mission, strategic objectives, and initiatives that enhance the global competitiveness of U.S. firms. Partnership activities help to grow the U.S exporter base, educate the public about the benefits of international trade, and increase awareness of ITA and other government resources available to assist exporters and investors. The partnership is formalized through a Memorandum of Agreement (MOA).
What are the qualifications for becoming a partner?
Partners should be established organizations (generally having 3 or more years of operating history) with customer and/or member relationships that can help support ITA’s goals and objectives. To be considered for the ITA Strategic Partnership program, an organization must be recommended by a member of ITA to the Strategic Partnership office. The partner’s mission should include a focus that is consistent with ITA’s mission to strengthen the competitiveness of U.S. industry, promote trade and investment, and ensure fair trade through the rigorous enforcement of trade laws and agreements. Partners must be free of conflicts of interest or other issues that could adversely reflect on the ITA. Furthermore, Partners cannot seek an ITA endorsement of their views, products and/or services.

How can my organization become a Strategic Partner?
ITA’s network of U.S. Export Assistance Centers and International Offices typically recommend organizations to ITA’s Office of Strategic Partnerships. If you are not familiar with your local U.S. Export Assistance Center or International Office, we recommend that you reach out to them to explore whether a partnership arrangement is appropriate.

Does this effect an organization’s application to the Market Development Cooperator Program (MDCP)?
No. These agreements are separate and distinct from the MDCP, so an entity that has a partnership agreement may apply for an MDCP and vice versa though one should not affect any decisions related to the other. http://trade.gov/mdcp/.
