John R. Howell

John currently serves as the Principal Commercial Officer with the U.S. Commercial Service in Monterrey, Mexico. Prior to serving in Monterrey, he was the Senior Commercial Officer at the U.S. Embassy in Dakar, Senegal (2010-2011) and a Commercial Officer at the U.S. Consulate in Johannesburg, South Africa (2008-2010). John founded the U.S. Commercial Service’s Corporate Partnership program and served as its Director from 2004 to 2008. Before his work with corporate partnerships, John managed the organization’s Congressional Outreach and Client Awards Program (2002-2004). John began his U.S. Commercial Service career working as an International Trade Specialist in the Northern Virginia Export Assistance Center (1998-2002).

John also served overseas Temporary Duty assignments as Acting Senior Commercial Officer in both Nairobi, Kenya (2007) and Accra, Ghana (2009).

John holds a BA in Political Science from Tulane University in New Orleans, LA and an MA in International Commerce & Policy from George Mason University in Arlington, VA. He is married to Gabriela Lipp-Howell, a native of Mexico City.
